Maybe try soaking in milk? From a vague memory of a Good Eats ep and a wikipedia check it looks like it's a recommended solution-not necessarily for hands, but in general. I'd be curious to hear if it works.

What kind of jalapeños are we talking about here? They're normally not anywhere near enough concentrated that a good handwashing with soap shouldn't take of it. If we were talking habaneros, though, that's another matter—I break out the latex glove for those…
A green, presumably jalapenoid, pepper about three inches long and an inch and a quarter in diameter, looking in shape rather like someone had taken a slightly smaller pepper and inflated it such that the skin was very taught. It tasted reasonably like a standard jalapeno.
I expect that the "chapped hands" part is also relevant; the "ow" was certainly coming from something that had been absorbed. But even for the surface stuff, a good handwashing with soap didn't really do much.
We encountered this once and suffered jalapeno hands for about eight hours. There's really nothing you can do about it (based on lots of internet searching) aside from soaking in ice water and taking pain killers.
